Transportation Planning
Regional Transportation Plan
The Regional Transportation Plan (RTP) is a long-range plan that guides investment in the transportation system of the Berkshire region over at least the next 20 years. It defines an overarching vision of the future of transportation in the region, establishes principles and policies that will lead to the achievement of that vision, and allocates projected revenue to transportation programs and projects that reflect those principles and policies in the areas of highways, public transportation, airports (though not air travel), railroads, and bicyclist and pedestrian options. The RTP is the guiding document for all regional, state and federal transportation planning and implementation efforts.

Transportation Improvement Program
The Transportation Improvement Program (TIP) is a prioritized, multi-year program for the implementation of federally funded transportation projects in Berkshire County. The TIP serves as the implementation arm of the MPO´s long-range Transportation Plan by incrementally programming federal-aid funds for transit projects, and state and federal-aid funds for roadway projects expected to be implemented during the following four-year period. Highway, bridge, transportation enhancement and transit improvement projects must be listed in the TIP to be eligible for Federal funding. The TIP is financially constrained and may only include projects for which funds are expected to be available.

The Unified Planning Work Program
The Unified Planning Work Program (UPWP), a document that is produced annually, describes all of the federally funded transportation planning work expected to be undertaken in the region over the federal fiscal year (October 1 – September 30). It also lists the funding source or sources federal, state, and/or local for each planning project. This document is an essential transportation-planning tool, as it spells out the ongoing planning activities, planning studies, and technical support projects that are being conducted on behalf of the MPO and provides detailed budget information about them.
