Hoosic Watershed Adams Stormwater Assessment Adams Stormwater Management Assessment As the project proponent, the Town of Adams will prepare a comprehensive stormwater management framework to improve the water quality of the Hoosic River. This project will assist the Town in complying with EPA Phase II Stormwater Program requirements and will contribute information that may be used to remove the Hoosic River from DEP’s 303(d) list of impaired waters. Specific activities to be conducted through this project include: identifying, mapping, and evaluating Adams' existing stormwater management system in the urbanized area including storm drainage infrastructure, illicit discharges and other problem areas; conducting an assessment of the condition of the Town’s stream network to identify specific stormwater related problems; quantifying stormwater problem “hot spots” through a water quality monitoring program; preparing conceptual remediation designs and strategies for identified stormwater problem “hot spots;” assessing and evaluating Adams’ stormwater management practices; assessing and evaluating Adams’ development control measures, including bylaws, regulations and accompanying administrative procedures; evaluating the capacity of Adam’s Board members and personnel to implement a comprehensive stormwater management program; and preparing a comprehensive stormwater management framework for the Town that addresses improvements and enhancements to the towns. BPRC is assisting the Town in this project. Adams Flood Control Restoration Project The goal of the restoration project, under the section 1135 program is to restore fisheries and wildlife habitat in 2.2 miles of the Hoosic River in Adams, presently consisting of exposed concrete channel and originally constructed by the Army Corps of Engineers. Upstream from this channelized section, the Hoosic River sustains a wild trout population. Mass. State Fisheries Biologists believe that restoration of this habitat will lead to a viable world-class trout fishery, providing an immediate environmental benefit as well as a potential long-term financial benefit to this economically depressed region.
