Karns, AICP Executive Director NKarns@berkshireplanning.org Agency Administration Economic & Community Transportation Planning Regional Planning Responsible for overall operation of the agency, under the direction of the Commission. Represents the agency with local, regional, state and federal officials and agencies, manages staff to ensure that the agency mission and regional and local needs are being met and that adopted regional policies are complied with. Leads staff efforts on major regional initiatives on behalf of BRPC and oversees agency budget and finances. to top Thomas Matuszko, AICP Assistant Director TMatuszko@berkshireplanning.org Agency Administration Regional Planning Environmental Planning Economic & Community Development Assists Executive Director in administration and budgeting. Responsible for preparation of regional policy and other plans, coordination of comprehensive planning activities, particularly in areas of land use, environmental and natural resources and economic and community development planning. Develops grant applications and seeks other funding. Works with local and regional governments and organizations to determine their needs and coordinates BRPC responses to those needs. to top Alison Church Transportation Program Manager achurch@berkshireplanning.org Transportation Planning Ensures that BRPC is meeting all federal and state requirements for its transportation planning program and is liaison with federal and state agencies. Provides guidance on technical aspects of transportation planning program to other staff. Responsible for variety of transportation planning projects and technical activities including traffic forecasts, alternatives evaluation and environmental impact reviews. Provides technical assistance to municipal governments on transportation related matters. to top Anuja Koirala, AICP Senior Transportation Planner akoirala@berkshireplanning.org Transportation Planning Regional Planning Develops and coordinates transportation and other planning projects. Specifically responsible for managing major transportation planning studies in areas of regional concern, involving highway, transit, bicycle and pedestrian planning. Coordinates public outreach efforts in conjunction with those studies. Occasionally has lead role in other projects that bring together transportation and land use, such as scenic byways, corridor access management, and bicycle/pedestrian trails. Provides transportation analysis for local planning projects. Responsible for transit element of Regional Transportation Improvement Program (TIP) and management of TIP database. to top Carolyn G. LeBlanc Bookkeeper cleblanc@berkshireplanning.org Agency Administration Processes payroll and employee withholding and insurance, enters monthly bills and prepares payments, sets up computer to receive new grants and contracts and to bill customers. Prepares monthly reports showing hours staff has devoted to various tasks, overhead and income. Also provides back-up for Office Administrator for general office tasks. to top Christine Neumann Transportation Planner CNeumann@berkshireplanning.org Transportation Planning Bike/Ped Planning Provides transportation planning assistance for regional and local planning projects. Collects necessary data and provides technical analysis related to transportation planning as member of Transportation Planning Team. Assists the development of annual regional Transportation Improvement Program and Unified Planning Work Program, monthly progress reports, and other documents and projects. Also provides traffic engineering and traffic planning support such as traffic counts, Pavement Condition surveys, analysis of traffic problem areas, and developing recommendations to improve public safety and/or traffic flow as requested. to top Joyce McGuire Office Administrator jmcguire@berkshireplanning.org Agency Administration Oversees the administrative support functions, including supervising the other administrative staff; provides staf, Commission and committee and ad hoc group support; manages procurement of supplies and services; develops and maintains an inventory system; organizes and maintains BRPC's records management and library; develops Commissioner's Handbook and BRPC Annual Report; administers employee benefits program; manages personnel records and updates personnel and operating policiers; works with Director and Assistant Director in developing and monitoring the annual budget. to top Lauren L. Gaherty Senior Planner LGaherty@berkshireplanning.org Environmental Planning Regional Planning Provides various support functions, focusing on environmental and scenic byways plans and projects. Conducts field investigations, research, analysis, data searches, and report writing. Facilitates municipal and public participation in assessment plans. Manages BRPC's support to the Western Massachusetts Homeland Security Council. to top Mark Maloy G.I.S. Coordinator MMaloy@berkshireplanning.org GIS and Mapping Services Co-ordinates and manages GIS (Geographic Information System) services. These include data analysis, data conversion, and mapping for environmental, natural resource, demographic, transportation, infrastructure, land use, economic and community development planning. Provides technical assistance to communities regarding GIS and mapping. Also provides support services for BRPC's network, web page and computer hardware and software. Provides GIS planning assistance to the Town of Adams through the Commissions Outsource GIS Planner program. to top Melissa Provencher Senior Planner MProvencher@berkshireplanning.org Environmental Planning GIS Technical Support Provides assistance on both a variety of environmental and regional planning projects. Responsible for writing grant proposals and reports, as well as coordinating communication among non-profits, the general public, and other project partners. Works closely with various lake and pond associations on developing and impolementing lake management plans. to top Sarah Izatt Community Planner SIzatt@berkshireplanning.org Community Development Planning Economic Development Housing Local Planning Provides planning assistance for local and regional planning projects; including community and economic development, zoning and land use regulations.
